SINGAPORE (EDGEPROP) - Located within the Iskandar Malaysia special economic zone (SEC) in southern Johor, Forest City comprises four man-made islands spanning 30 sq km. This year, more than 20,000 residential units are expected to be handed over to owners. More than 4,000 residential units have already been transferred to owners since March. 

The first phase of 482 units at Cerulean Bay in Forest City were handed over to owners in September last year. Prices range from RM13,000 psm to RM18,000 psm, or the equivalent of $399 psf to $552 psf, for most of the residential units, according to its developer Country Garden Pacificview (CGPV).

CGPV is a 60:40 joint venture between Country Garden and Esplanade 88 Danga Bay Sdn Bhd (EDSB), an associate company of Kumpulan Prasarana Rakyat Johor (KPRJ). 

To date, investments into Forest City total more than RM17 billion. The first island (Island 1) is 50% reclaimed and comprises a fully occupied retail complex, the five-star Phoenix International Marina Hotel, commercial units, a sales gallery, and Shattuck-St Mary’s Forest City International School. 

The remaining three islands (Islands 2-4) will be built based on “property demand and supply”, according to CGPV.

In August last year, Malaysian Prime Minister Mahathir Mohamad announced that while foreigners can purchase residential units at Forest City, they will not be granted visas to live there. Following that, a statement from Malaysia’s Prime Minister’s Office said that property purchases by foreign nationals must abide by the country’s rules and regulations which are publicly available. 

Buying property does not guarantee automatic residency. Foreigners who wish to make Malaysia their permanent residence can consider the Malaysia My Second Home (MM2H) government programme.

“Due to Dr Mahathir’s comments last year, many international investors have taken a wait-and-see approach towards their investments in  Malaysia. [Because of] this condition, Forest City was inevitably affected,” says Zhou Jun, Forest City’s brand management general manager.

Buyers of Forest City hail from over 35 places including China, Malaysia, Singapore, Vietnam, Indonesia, Macau, Taiwan, Hong Kong, South Korea, Japan, Canada, the US, Venezuela, the UK, Russia, and Australia, says Zhou.

“However, over time, we understand that the Malaysian government continues to welcome foreign investments,” adds Zhou. “Thanks to the comprehensive legislative system, Forest City was not badly impacted despite the Prime Minister’s remarks. On the contrary, as we are able to contribute to the Malaysian economy, create job opportunities and promote technology and knowledge transfer, we have received a lot of support from the government.”

In order to facilitate the growth of the Malaysian economy, Forest City has awarded contracts worth RM1.6 billion to local companies, and contributed more than RM300 million of tax to the federal and state governments. In addition, over RM10 million has been donated and sponsored, in terms of corporate social responsibility initiatives.

 

For now, it’s “business as usual” at Forest City, says Zhou. On Aug 18, CGPV unveiled a 172-acre (70ha) Classic Golf Course at Forest City Golf Resort. This followed the opening of the 183-acre Legacy Golf Course, designed by Jack Nicklaus and his son Jack Nicklaus II,  in September last year. There are also plans for the construction of a third golf course. The Forest City Golf Resort spans 8 sq km and is located about 7km from Forest City.

Designed by landscape architect and golf course designer Liang Guo Kun, the 18-hole Classic Golf Course is a parkland course, commonly known for its lush greenery and rolling contours, he explains. Liang is also the executive director and vice president of Country Garden Holdings.

“The Legacy Golf Course is desert-themed, and while it has an open terrain, I designed the Classic Golf Course with a hilly terrain,” says Liang. “If I were to design it the same way, where is the fun in playing then?” 

He adds: “When people come [to the course], they would find the views pleasing to the eye, having a scenery to admire with every step.”

According to Zhou, Forest City’s main focus for 2019 and 2020 is to build up the industrial component as part of Forest City’s Industry Integration Blueprint 2020. It intends to attract industries to set up in the industrial hub, and further enhance the tourism component of Forest City. 

In addition, Forest City’s landmark Carnelian Tower, a 45-storey integrated building comprising of residential units, Grade-A offices and retail shops, is slated to open in 2020.

Mahathir’s comments were a setback for Chinese developer Country Garden Holdings Co Ltd as it tries to revive faltering demand in the project on Malaysia’s southern tip.

“We will engage with all the agencies involved and also the developer. Then we see what is the best way forward,” the minister said.

Shares in Hong Kong-listed Country Garden, China’s largest property developer by sales, fell as much as 3.5 percent in early trade on Tuesday following Mahathir’s announcement.

Mahathir had also said Malaysia would not give visas for foreigners to live in Forest City.

The Forest City project, which is envisaged to eventually house 700,000 people on reclaimed land near Singapore, has faced uncertainty since Mahathir’s coalition won a shock victory at a May general election.

The project, along with several other infrastructure mega-projects backed by Chinese money, became fodder for Mahathir’s election campaign when he tapped into public displeasure over a perceived over-dependence on Chinese capital.

The statement, however, did not make a reference to the Forest City development.

“The government reiterates that it welcomes foreign direct investment that contributes to the transfer of technology, provides employment for locals and the setting up of industries,” Mahathir’s office said.

Country Garden Pacificview Sdn Bhd, a joint venture between Country Garden and the Johor state government to develop Forest City, said in a statement on Monday that Mahathir’s comments “may have been taken out of context”.

The company said Mahathir had responded positively during a meeting two weeks ago with Country Garden chairman, Yeung Kwok Keung, and that the company has complied with all necessary regulations in developing the project.

KUALA LUMPUR (Aug 27): Prime Minister Tun Dr Mahathir Mohamad has announced that foreigners will not be allowed to buy property at the Forest City (pictured) mega project in Johor or be granted visas to live there.

Reuters reported Dr Mahathir saying that: "One thing is certain, that city that is going to be built cannot be sold to foreigners."   

"Our objection is because it was built for foreigners, not built for Malaysians. Most Malaysians are unable to buy those flats."

A Country Garden official told Reuters that the company did not have any immediate response to the prime minister’s comments.

Reuters also reported that Malaysians living in Johor have complained about Chinese nationals buying up properties in Forest City, prompting concerns of environmental damage, a glut in the property market, and the impact of land reclamation on fisheries.

Bloomberg reported that Dr Mahathir didn’t give details about how he would prohibit foreigners from buying such properties or how far-reaching the ban on visa approvals would be.

Country Garden is the developer of the massive Forest City in Malaysia’s southern state of Johor. The project covers 14 sq km of land on four artificial islands with a gross development value of RM444 billion.

Its other projects in Malaysia include Country Garden Diamond City in Semenyih, Selangor; Country Garden Central Park in Tampoi and Country Garden Danga Bay, both in Johor Bahru.

Last year, Country Garden Malaysia launched a total of 1,178 new properties in Country Garden Central Park and Country Garden Diamond City.

“We are not going to give visas for people to come and live here,” he added. “Our objection is because it was built for foreigners, not built for Malaysians. Most Malaysians are unable to buy those flats.”

A Country Garden official said the company did not have any immediate response to Mahathir’s comments.

Opposition to the project helped drive Mahathir’s election campaign, during which he called it, and other Chinese-backed projects, evidence of his predecessor selling Malaysia to China.

Malaysians living in Johor complained of large numbers of Chinese people snapping up properties in Forest City, besides concerns of environmental damage, a glut in the property market, and the impact of land reclamation on fisheries.

Country Garden has developed just a fraction of the planned reclamation of 20 sq km (8 sq miles), where Chinese nationals accounted for about 70 percent of apartment buyers last year.

The RM935 million-Shattuck St Mary’s Forest City International School will welcome its first intake of students and boarders this August, Country Garden Pacificview (CGPV) Sdn Bhd announced in a statement today.

 

Aug 23 marks the first day of school for its students, while the institution will open on Aug 26.

The school will initially accept students aged 5 to 16 years old (K-3 to Grade 10) before gradually introducing Grades 11 and 12 later.

The international school has 16 teachers from the US, Canada, Australia, the UK, and Singapore, while its student body comprises citizens of various countries such as China, the UK, Philippines, Korea, Japan and the US. 

The private boarding school, which offers an all-American co-curriculum, is believed to be the first foreign campus by an American boarding school, said CGPV head of strategy Ng Zhu Hann.

Students will be able to partake in holiday activities at the 160-year-old Shattuck St Mary’s main campus in Faribault, Minnesota.

Remarkably, each student will have their own apartment within the campus, while teachers will also live on school grounds, he said.

“With a total planned investment [of] close to RM1 billion, this project will be divided in three phases over a five-year development plan.

“This exhibits Forest City and Country Garden’s commitment in investing [for the] long term in the country,” he said.

He added that Forest City is a unique mega development that focuses on various sectors with education being one of its key pillar industries.

Ng said Forest City offered more than residential properties as it aims to become a futuristic city comprising leading industries and institutions such as Shattuck St Mary’s.

“The establishment of this school will strengthen Iskandar Puteri as an international learning hub,” he added.

He stressed that Forest City aims not to compete, but rather to complement Iskandar Malaysia’s education ecosystem.

The school is proof of Forest City’s confidence in Malaysia and Johor, and the developer will continue to support the government’s agenda in promoting world-class education standards in Malaysia and participate in its nation-building.

An official building completion ceremony was held today to mark the completion of the seven-storey international school.

Present at the ceremony were State International Investment Utility Committee chairman Jimmy Puah Wee Tse, CGPV executive chairman Datuk Daing Abdul Malek Daing Abdul Rahaman, Iskandar Regional Development Authority CEO Datuk Ismail Ibrahim and head of Shattuck St Mary’s Forest City International School Graham Gamble.

Country Garden, China’s No 1 property developer clocked in 334.52 billion yuan (US$52.3 billion or RM208.9 billion) in sales for the first five months of this year, up 37% year-on-year.

According to a report by Cision’s PR Newswire, the developer reported “a record” 70 billion yuan in sales in May.

Last year’s financial results revealed that Country Garden had contracted sales totalling 550 billion yuan.

The company achieved 500.3 billion yuan in completed contracted sales in 2017, “representing a high conversion rate of contracted sales moving to completion of 90%”, said the report.

PR Newswire also reported that “Country Garden Group had completed or was in the process of completing 1,456 projects spanning 220 prefecture-level cities as well as 768 districts and counties across 30 provinces, autonomous regions and municipalities”.

“Of those, 59% of the projects the company won in 2017 are in first- and second-tier cities, while the target third- and fourth cities make up to the remaining 41%.”

Nov 5 marked the soft opening of Forest City Golf Hotel in Iskandar Malaysia. The 305-room hotel, located in the 800ha Forest City Golf Resort, is the second to open in the second phase of Country Garden Pacificview’s (CGPV) Forest City project, which covers 3,000ha and costs US$100 billion ($136.4 billion). On the same day, the golf resort exhibition area was launched at the lobby of the hotel. Set amid nature, the golf resort comprises nearly 2,000 acres of ecological wetlands and over 49 acres of greenery, with a 17km coastline.

The golf resort will contain three 18-hole golf courses. The first, designed by world-renowned retired US professional golfer Jack Nicklaus and his eldest son, Jack Nicklaus II, is slated to open in 2H2018.

Besides the hotel and golf course components, Forest City Golf Resort will feature residences — from apartments to villas, built at a cost of RM1.8 billion ($580.9 million). The first phase of 202 villas was launched on Nov 5. These villas are a mix of double- and triple- storey cluster homes and semi-detached houses of between 2,034 and 6,975 sq ft, with prices starting from RM1.38 million.

The 11-storey twin-tower Forest City Golf Hotel is scheduled for completion in 1H2018, and is targeted primarily at guests from Singapore, Malaysia, China and Korea. The rooms are 484 to 3,476 sq ft, with rates ranging from RM300++ to RM6,000++.

Forest City’s first hotel, the 283-room Phoenix Hotel, opened last December. Next to it is a two-storey mall, which is popular with Singaporeans and enjoys near-full occupancy, according to CGPV.

When the entire Forest City project is completed, all the four reclaimed islands will be connected by a highway bridge. Within phase 2 of Forest City, which occupies a total area of 10 sq km — about one-third of the project — there are also shops, luxury hotels, water parks, the Shattuck-St Mary’s International School, MJ Fitness Centre and other lifestyle amenities.

Besides boosting the profile of Forest City as an international tourist destination, the golf resort is set to provide job opportunities for locals, says Mohd Othman Yusof, executive director of CGPV.

FOREST CITY by Country Garden Pacificview (CGPV) Sdn Bhd will have an international golf resort in the next phase of its development. According to the developer of the mega-project, the golf resort is located about 7km from Forest City and will span eight sq km. It will have three 18-hole golf courses, luxury hotels and low-density residences.

CGPV envisions Forest City Golf Resort as a leisure amenity to the larger Forest City environment that will draw the world’s elite to visit or reside there. “It is a core tourism asset that helps complement our other offerings and make Forest City more complete and attractive,” says Zhou Jun, vice-general manager of regional sales and marketing at CGPV.

The first golf course will be designed by legendary golfer-turned-designer Jack William Nicklaus and his son, Jack Nicklaus II. The elder Nicklaus is a retired American professional golfer who won a record 18 major championships throughout his career.

Today, Nicklaus devotes his time to designing golf courses and operates one of the world’s leading golf design practices, Nicklaus Design. At Forest City Golf Resort, Nicklaus has masterfully integrated the natural features of the site and a scenic river into the design of the 183-acre golf course.

The second golf course will be designed by renowned landscape architect and golf course designer Liang Guo Kun. Liang is also executive director and vice-president of Country Garden Holdings Co Ltd, one of the parent companies of CGPV. He is the landscape designer for many of the projects by Country Garden and “sets the benchmark for our landscape design”, according to Zhou.

A new expressway linking Forest City Golf Resort to Forest City will cut travelling time between the two destinations from the current 30 minutes to 15. The high speed rail that will link Singapore and Kuala Lumpur will offer easy accessibility to Forest City.

HOME FOR GOLFERS
The first tranche of villas at Forest City Golf Resort to be launched for sale will comprise 202 units, with land area ranging from 2,034 to 6,974 sq ft. They are billed as homes for golf aficionados from around the world, and will be no more than a 10-minute walk from the golf course designed by Nicklaus. Located by the river, the properties will have views of Forest City.

The villas in Phase 1 will comprise semi-detached and cluster houses that will have their own gardens, thus ensuring privacy. CGPV will hold a global launch on Nov 5.

Also in Phase 1 of the golf resort is a five-star hotel with 305 suites in two 11-floor towers. The hotel’s soft opening is slated for early 2018, while the golf course is expected to be completed later that same year.

The timing is perfect, Zhou reckons, as Jurong Country Club has been closed and Raffles Country Club will cease operations in July 2018 to make way for the Singapore-Malaysia high speed rail. “I think our golf resort will be very attractive to Singaporeans,” she says.

ICONIC MULTI-YEAR DEVELOPMENT
Forest City, located about 5km from the Tuas Second Link, is set to become one of the world’s most advanced cities. Its developer, CGPV, is a joint-venture company formed by Hong Kong-listed Country Garden Holdings and Esplanade Danga 88 Sdn Bhd.

According to Zhou, Forest City is a mega-project that will take 25 to 30 years to be completed. It will span an area of 30 sq km. There will be four reclaimed islands totalling 20 sq km. Forest City Golf Resort will occupy eight sq km, and two sq km will be set aside for the Industrial Building System factories. The factories will support the construction of Forest City and also supply material for the construction of other developments in Singapore and Johor in future.

Forest City is envisioned as a showcase modern city that caters for all the live-work-play needs of its population of 700,000. The project has a unique traffic infrastructure that is divided into three levels. Motor vehicles will move and park on the lower levels while the topmost level will be a tropical garden. The latter will be reserved for pedestrians and non-motorised transport modes such as bicycles.

To cater for educational needs, Forest City will host a variety of international schools. Among them is Shattuck-St Mary’s School, a renowned private boarding school in the US that will offer kindergarten to high school education. The construction of the campus has begun and the school is expected to enroll its first student cohort in August 2018.

A healthcare centre managed by Taiwanese healthcare provider MJ Group was completed in July. CGPV is collaborating with other worldclass hospitals and institutions to bring worldclass medical services to Forest City.

 

BUDDING COMMUNITY
Forest City recently celebrated the Mid-Autumn Festival with the public at its sales gallery, as it aims to build stronger ties with the local community.

In May this year, homeowners took possession of the first residences completed at Forest City. The 132-unit Kylin condominium is part of the luxurious Phoenix Hotel, which opened its doors last December.

According to Zhou, the 283-room hotel, part of a chain owned and operated by Country Garden, enjoys near full occupancy and is especially crowded with holidaymakers who love to shop at the adjacent Harbour Commercial Street during the weekends. The two-storey mall has eateries and stores, and the price of cosmetics and perfumes sold at the stores is among the most competitive in Asia-Pacific, says Zhou. The mall is popular with Singaporeans, who often head to Johor Bahru to shop and dine.

In 2019, a new mall will be added to Forest City. It is part of the Forest City Landmark, which will comprise apartments, offices and retail units. The strata office units and apartments at the Landmark will be launched for sale “very soon”, says Zhou.

According to Zhou, Singaporeans and Malaysians accounted for a substantial proportion of the sales this year.

Condo units at Forest City have been sold to purchasers from nearly 30 countries and the number is set to grow. CGPV plans to successively open Forest City sales galleries in Dubai, Japan, Laos, Myanmar, the Philippines, Taiwan, Thailand and Vietnam. And there are plans to market Forest City in Europe and the US, says Zhou.

Forest City offers a wide range of real-estate products. Investors prefer two- and three-bedroom apartments, while those who buy the luxury villas are usually owner-occupiers. Prices of villas at Forest City Golf Resort start from $2 million, much lower than a similar product in Singapore, says Zhou. “Furthermore, all the properties in Forest City are freehold,” she adds.

Seven kilometres from Forest City is the site for the first of three golf courses of Forest City’s Stage 2 development, designed by American golfer Jack Nicklaus and his son, Jack Nicklaus II (pictured, second from right). The golf course is expected to be completed in 2018.

Another Stage 2 project is Shattuck-St Mary’s Forest City, an international school for Grade 6 to 12 students. The school is likely to break ground in July, start enrolment for its inaugural batch of students in September and begin its academic year in August 2018.

Strata problem brewing for Forest City

With a gross development value exceeding RM100 billion ($31.7 billion) over 20 years, Forest City by Country Garden Holdings Co in Johor boasts of being the largest mixed-use green development in Southeast Asia.

It is targeting international investors from the Middle East, India, Vietnam, Thailand, Japan and Taiwan, with new show galleries in these countries coming up later this year, Country Garden Pacificview tells The Edge in an email. Country Garden Pacificview is the developer’s Malaysian unit.

But the sheer scale of the project and buyer profile have led to a growing number of local property professionals wondering whether a larger problem is brewing.

Once the dust settles on the massive undertaking over four reclaimed islands spanning 3,425 acres, and after the properties have been handed over to their owners, how will the facilities in the project be maintained, they ask.

One of the biggest issues is the sheer cost of maintenance and this will depend on the owners paying their due charges. As most of the buyers appear to be investors and non-residents, industry experts point out that it is nigh on impossible to enforce local strata laws vis-à-vis maintenance charges and assessment tax if the owners are absent and cannot be located.

The Forest City project has been subdivided into separate strata titles, says Country Garden Pacificview, which is 66%-controlled by Country Garden Holdings via several subsidiaries.

The remaining 34% is controlled by Kumpulan Prasarana Rakyat Johor, Sultan Ibrahim Sultan Iskandar and Daing A Malek Daing A Rahaman.

In terms of approvals, the project is overseen by the Johor Bahru Tengah Municipal Council (MPJBT), says Country Garden Pacificview.

When asked whether the developer is looking into the potential complications, it reiterated its long-term commitment to the project and the fact that it has the backing of the Sultan of Johor. “Country Garden Pacificview has both in-house and external planning consultants, architects and legal advisers to provide advice on the strata management as well as the building planning,” says the company.

The first phase of Forest City includes a transport hub, clubhouse and man-made beach, according to its website. The development concept entails a smart city that will house about 700,000 people, with multiple levels of security system, 24-hour security patrols and comprehensive logistics management across the project.

In March last year, Prime Minister Datuk Seri Najib Razak announced special tax incentives for the project, including duty-free status for the four reclaimed islands.
